Ofcourse Illidan Skull is also an excellent option, but the Sextant procs like 20%, perfect choice when Chain lightning, almost certain proc.


Gems
Meta Socket: Chaotic Skyfire Diamond +12 Spell Critical & +3% Critical Damage
BLUE/RED: Glowing Shadowsong Amethyst +6 spell damage and +7 stamina
RED/YELLOW: Potent Pyrestone +6 spell damage, +5 spell crit
RED: Runed Crimson Spinel +12 spell damage


These are the Heroic gems, not sure if you can get those right now, other wise.. get the honor gems + crafted ones. I didnt check the gems used in the gear itself, got this from WoW forums, but those look like a pretty good option to me

hm vindicator wrists > cuffs of devastation...
the meta u wrote doesnt drop here the recipe...
so best meta for shamans is the 12 int and chance to restore mana on cast

For pure pvp the Vindicator's are probably a better choice yes, the resillience + more stamina can be quite usefull, but the cuffs have higher spell damage.
